Statement by Yoshimitsu Kobayashi, Chairman of Keizai Doyukai
On Enactment of New National Security Bills

September 19, 2015

Yoshimitsu Kobayashi
Chairman, Keizai Doyukai

  1. The House of Councilors approved the new national security bills today. The enactment of the bills will play a big role in paving a way to ensure both Japan’s security and the world’s peace and stability. We appreciate that a big step was made toward the strengthening of Japan’s national security framework.
  2. Meanwhile, the government regrettably failed to obtain the public consent to the bills with a focus on the Constitution and how to interpret the legislation, rather than having an in-depth discussion on the fundamental issues of how to shape Japan’s national security policy going forward. The government and the ruling party are requested to continue their diligent explanation further on how to implement the bills.
  3. In addition, we expect the ruling and opposition parties to further the discussion on topics including new threats such as terrorism and cyber-attacks as well as the information war.
