On the dissolution of the House of Representatives and the forthcoming general election

By the resolution of the Prime Minister Mr. Noda, The government and the ruling Democratic Party of Japan finally made a decision to hold a general election on December 16, with an official announcement expected on December 4.
Taking the current severe economic circumstances into account, this is not the appropriate time to create a political vacuum. However, I hope that seeking judgment of the public with the snap general election will help create the environment for timely decision-making and the implementation of critical policies.
One condition of the dissolution of the House of Representatives is that both the ruling and the opposition parties will make their best efforts to enact the bill to redress the vote value disparity.
Taking this opportunity, I would like to renew my request to each political party to determine its manifesto with concrete policy goals and methods for key political issues toward the forthcoming general election, as a contract with the people.
